Water Rate Cost of Service Study

The purpose of this study was to review the District’s existing financial data, budget, and conservation / capital program, and develop a rate structure that would enable the District to adequately recover its cost of service for providing water with adequate reserves for capital programs.

The analysis looked at water rates for years designated “critical” water years, in which the District’s surface water allocations are reduced and the District relies more heavily on pumping its well fields, and “normal” water years, in which the District may serve a greater proportion of its customer demand with surface water supplies.
