Groundwater Sustainability Agency

Groundwater Sustainability Agency (GSA) – A local agency tasked with implementing the Sustainable Groundwater Management Act (SGMA); primarily through a coordinated Groundwater Sustainability Plan (GSP).

The San Joaquin River Exchange Contractors Water Authority (SJRECWA or Exchange Contractors) is a Joint Powers Authority (JPA) that was established in 1993.  The Exchange Contractors is comprised of four member agencies: Central California Irrigation District (CCID), San Luis Canal Company (SLCC), Firebaugh Canal Water District (FCWD), and Columbia Canal Company (CCC).  Senate Bill 372, San Joaquin River Exchange Contractors Groundwater Sustainability Agency (SJREC GSA), amends Water Code Section 10723 to create, by statute, the SJREC GSA.

The SJREC GSA is working to develop a joint Groundwater Sustainability Plan (GSP) with the following GSA’s.  For more information about each GSA please refer to the link provided.
